"The Letter":

Ryo sighed as she looked at the letter she just penned. It was meant for the Captain Commander. Speaking to him face to face, right now, was out of the question. Ryo had silently grown more and more upset with the Commander. The return home, the liberties granted to the Vessel and Ichimaru bothered her. The lack of action taken by the Commander regarding the hollow activities was another concern. 

The man she chose to name a son after was proving a disappointment to her. As she currently saw him, he was not fit to continuing serving as Commander. Especially since he was unable to do it without council from his leash and collar - Lieutenant Ise and Captain Ukitake respectively.  Ryo hoped this letter would stir something in him. She imagined though, he would figure some way to call this move unacceptable.

This letter was a risk. And, she was fine with it. Sajin knew nothing of this letter. Neither did her own Lieutenant. 

This was a risk...

Subject: Request for Medical Leave for Lt. Rukia Kuchiki and 3rd Seat Suzume Shizuka

Captain Commander Kyoraku,

I hope this letter finds you well. I am writing to bring to your attention a matter of great concern regarding two young Soul Reapers currently serving in the Gotei 13—Lieutenant Rukia Kuchiki of the Thirteenth Division and 3rd Seat Suzume Shizuka of the Tenth Division. Both individuals, though remarkable in their dedication and service, have recently endured significant trauma as a result of the events surrounding the takeover of the Soul Society and their subsequent captivity under Sousuke Aizen.

In light of their experiences, I believe it is in the best interest of both their well-being and the safety of the Gotei 13 to recommend that they be placed on medical leave. The mental and emotional toll they have endured should not be underestimated, and as such, they should be given the necessary time and space to recover. Both officers should be evaluated by Dr. Kusumoto Endo, who is well-equipped to assess their condition and determine their fitness to return to active duty.

Until such time as Dr. Kusumoto deems them ready, I respectfully suggest that neither Lieutenant Kuchiki nor 3rd Seat Shizuka resume their duties. It is imperative that their mental and emotional health be prioritized, as their capacity to serve effectively in their divisions could be compromised if their trauma is not addressed properly.

I trust you understand the gravity of this situation and the importance of ensuring their full recovery before returning to the Gotei 13. Your wisdom and leadership in handling this delicate matter are deeply appreciated, and I am confident you will make the right decision for both Rukia and Suzume’s well-being.
