Shunsui chuckled. "Of course it was," he boasted, leaning back in his chair. He lifted his hat and winked. "It came from your captain commander after all." He set aside another finished page and then rose. "I should give some credit to his captain. Hitsugaya expressed that he possessed many of the qualities I was looking for when pushed about it." He stroked his chin.
"Before you head out to Hitsugaya and Ashimitsu-kun, shall we share a drink on the balcony?"
Ryo raised an eyebrow. "What about your lieutenant?" she asked.
Shunsui grinned and cupped a hand around his mouth. "Nanao-chan, I am taking my break now," he hollered.
"It's already started two minutes ago, captain," a curt voice replied a few moments later from the direction of her nearly closed office.
The Captain Commander winked at Ryo. "You see~?"

Ryo smiled. "I see." She stood and pushed the chair back into its place. "A drink sounds nice. But, I can not stay long, Captain. You have work to do." She said looking back at the piles of paperwork littering the Captain Commander's desk. She followed him out onto the balcony and took in the view of the Seireitei. She grabbed onto the railing of the balcony and leaned over. "I am jealous of the view." she said. "I see why you never get any work done."

Shunsui chuckled. “Finally~” he declared. “A person who understands,” he said loudly. His lieutenant huffed loudly from her room next door. Ryo chuckled too. Shunsui reached into a cabinet behind his desk and pulled out a bottle of sake, one of the highest-grade judging by the painted sakura tree on the bottle. Caressing the side, he pulled the lid off. Handing her a china saucer, Shunsui poured her a drink before pouring his own.
He walked over to the balcony, winked, and leapt over onto the roof without spilling a drop from his saucer. Pink kimono settling on him again, he raised his cup to the sky in a silent toast before taking a small sip. “It may surprise you and many others, but I am not actually drowning in paperwork at the moment, per se~” he stated, turning around.
He raised his saucer again. “I am actually organizing some new strategies to put into place before the year’s end.”

Ryo raised her saucer and took a sip. "I see. And, what would these strategies be?" She followed his lead and leapt onto the roof. She sat down with her legs dangling over the edge. "Something to combat Sousuke Aizen, I hope." She took another sip and gave a slight cough. Shunsui gave a gentle pat on her back. "I'm afraid I'm not much of a drinker, Captain." she said with a smile, resting her saucer beside her.

Shunsui smiled back. "Even I wouldn't drink this grade of sake in a haste, Hirabayashi," he said. He looked into the clear liquid enjoying the faint aroma of scents in the bouquet. "This has been made to be enjoyed at leisure and with care." He took another sip. "It's a reward, not a treat. " He turned to his companion, still standing precariously on the tiles. "To your question, lady captain, yes, I hope these new stratagems will even confound our nemesis Sousuke Aizen, but it will also increase the power of each division."

Ryo nodded, looking up to the Captain Commander. "I see. Is there anything you care to tell me? Or, are you going to have me wait until the Captain's meeting?" She looked out over the Seireitei. "I worry for my friends and family, Shunsui. And, its not that I doubt your command or the strength of our divisions." She slowly ran her finger around the rim of her saucer. "We have been through quite a bit. My worry stems from thoughts of being unprepared."

The Captain Commander sighed. “I am afraid that as the shields and protectors of the realms, there are times a good commander can’t prepare you enough,” he murmured. As Ryo lowered her head further, he continued. “However, I have done my best to remedy what I can to protect us against further losses. The Gotei 13 and Seireitei have had a hard few decades.” He looked over the divisions below him. “We all need a time of peace to recover.”
He chuckled, moving over to the swell of Rukongai. “Sometimes I think the commander’s house is set apart just to be prestigious, but there are other times,” his eyes saddened, “- and like now - when I think it is a deliberate way to show how lives are small yet really heavy in the scheme of things.”
He didn't turn from the sight before him. "I will do my best to protect your division, friends, and family from the threat of Sousuke Aizen, Captain Hirabayashi."

Ryo looked to the Captain Commander with a hint of sadness. His words lessened the weight on her heart. "I know you will do you best to protect everyone, not just my own." She picked up the saucer and brought it to her lips. And, instead of taking another sip, she sat it down again. "These strategies of yours. Care to share just one?" She smiled at the Captain Commander. "Just one."

Shunsui chuckled. "You're persistent even with your head commander, I see." He took another longer sip and lowered his saucer. "I think I will reward your curiosity this time, but don't go bragging about it." He winked. "I have a reputation to uphold after all." His face sobered again.
"I intend to have Kotetsu train her healers in combat. Beforehand, the Fourth Division has been for those who don't wish to take lives or be violent yet want to protect the balance. Now, I am going to propose that even if we honor that beilef, it is not responsible for any of us to leave our most precious resources unable to defend themselves."

"That's...Quite brilliant, sir." She raised her saucer to the Captain Commander. She smiled and took a sip. "I'm sure the Fourth Division will be rather reluctant to the it, at first. But, I think they should come around to the idea."

The Captain Commander nodded. "Thank you, Hirabayashi-san. I am glad you approve." He lifted his own saucer to hers and drank to ovation of the plan. "I am sure they will be resistant, but if we can get even half to agree, they won't be easily picked off and they can be more effective in the actual field of battle. They won't have to carry people out."

Ryo nodded as she sat the saucer down beside her. "It would most certainly reduce the number of casualties in the field." She rose from he seated position, leaving the saucer resting on the roof. She looked out over the Seireitei, then to the Captain Commander. "Shunsui." she said with a sigh. "How long do you think it will be, before we know peace again?"

Shunsui released a long breath. "The answer that is simple, but the solution is anything but," he mumbled. He looked down in his sake cup and finished it all in one burning gulp. "Remove Aizen from power again, no matter the cost," he stated plainly.
He set his empty saucer down on the tiles. "That is why no untried captain could be accepted in the ranks of the captains, and thanks to you and a few others, the delay didn't ruin our baby captain."

Ryo nodded. "It was necessary." She looked to the Captain Commander and bowed. "I'm afraid I can not stay much longer. I have my own paperwork to do." She jumped from the roof, back onto the balcony. She looked up to see if the Captain Commander would follow. "Captain?"

Shunsui waved over his shoulder. "You go ahead. I am going to stay here a little longer," he said, lowering himself down to lay out over the tiles. The pink kimono spread out around him as he set his arms behind his head. "After all, I need to rest, ruminate, watch the scenery, those kind of things you know~" He grinned and tipped his hat over his head.
