Kisuke chuckled nodding his head as he adjusted his hat. "Well then we will leave it to the Stealth Force until further notice." He looked down at his papers again. "Moving on." He turned to the next page.
"Division Three remains untouched as does Division Four--" he looked up at Isane. "For now. I want to reinforce your fighting members. I don't like that your division is unprotected like it is when the rest are out in the field." Isane nodded agreeing with him, with a quick smile her way he looked to Shinji.
"Division Five. First and foremost," Kisuke looked pointedly at Shinji. "You need to assign a Lieutenant. You have been dragging your feet far to long over this.

Shinji growled, his eyes turning amber, as a certain image of a certain head soared through his mind. “I will not," he bit out. "No one will last and that won’t change. So change the subject.” He looked away.
“Shinji-”
Shinji’s reiatsu spun around him. “Yes, because I left the fold so to speak, Kuchiki-sama is higher on the hierarchy than me. But in reality, I have been a leader for longer than all speaking. So if I say that no one will fit what I need, that’s the truth. Next subject, Commander." His eyes dared the shopkeeper to push him on this subject.

"You know Captain Hirako. She might be a student, but she is a Masanobu, very talented in the field of Kido and being a Masanobu well trained for any situation you might want to throw at her." Tsukiro chuckled. "And she seemed to handle your screaming at her rather well at the student induction."
Tsukiro looked to Kisuke with a raised brow. "I say that's a plus for the girl right there. Not to mention she is rather cute."

Shinji eyes snapped, giving Tsukiro one warning before he thew his glass at the smirking captain. Glass shattered as Tsukiro blocked it with his hand guards. “Shut up, Ashimitsu,” he snarled. “She’s a student. A child. She has no place as a lieutenant, and you stop giving her ideas.” He folded his arms. “She’s cute?” He scoffed and bared his shark smile. “Are you forgetting what this is about, Baby Captain?”

"Sit down, Shinji!" Kisuke growled. "Damn. You need to dump some of those emotions. I understand you don't want to replace your late lieutenant with just anyone. Momo had been with us through many a spill. But the Gods rest her soul. She would not want you doing this alone. You know that."
Shinji's eyes were blazing. "I don't care. It's a curse! And until I find someone tough enough, it's not going to be filled!"
Kisuke sighed nodding his head slowly. "Well at least the changes your Division is taking will less the load some on you and your members. Fifth Division, Tactics & Control." Kisuke started reading form the sheet in front of him. "The Fifth Division will be over flow from the Kido Corp. Like you are use to they're all very well versed in the field of Kido and in being as such you will still be stationed together with Eleventh Divisions members, Stealth Forces assassins as well as Fourth Divisions healers to form an all-around military group. You will still have members in your division that are some of the best kido-users of the Shinigami. You just wont have to deal with the extra duties. Tessai will be picking that end up with the Kido Corp."

Shinji sat down again, filled a new glass with sake, and drained it. He drank two more by the time the shopkeeper had finished reading his commentary. And by that time, his rage had simmered back into control. He folded his arms to try to appear contrite and waved his hand as Kisuke finished. “That’s fine with me. It won’t change much at all. They just have something to reach for now.”
Besides the cursed hell that my division has become.
“I have no complaints to those changes” he snarked. "Let the old man take over again. He's probably been bored out of his skull with you here." He slumped further into his seat. Suddenly not really wanting to be there.
He ground his teeth. Oh hell no. He wasn't going to let his fucking lieutenant win. He wasn't resigning!

"Back on course. Again." Kisuke flipped through a few of the pages. "As you can see there will be no changes to the Sixth, Seventh, Eighth, Ninth, Tenth or the Eleventh Divisions. Division Twelfth, since Research and Development will be moved to its own facility, will be taking on a rather major change. I took this into a long and hard consideration after I talked Yumiko and she told me everything the God had told her about the Eva's." He waited for everyone to be on the same page before continuing.
"Twelfth Division will become Covert Ops & Eva Unit Alpha. This will be a Special Forces that will watch over Las Noches and all hollow activity. It will be a mix of Shinigami and the few Eva the Soul Society will have gained by the gods."

Kenpachi chuckled. "Well, that's hardly fair," he stated. "The new kids get all the fun if anything goes down in Las Noches first." He tilted his head, bells chiming on his head. "Does that mean the parents get to go, too? Someone's got to watch the show~"
Seeing Isane was too shocked by this bit of information, Nori decided to speak up on her behalf and the behalf of the others that might have an Eva child. She looked to Kisuke. "I know the Eva's are going to be strong Commander, but Las Noches? Are we sure they will be able to fight the higher level Hollows like the Ayakashi?"
Isane's head shook madly as she looked from Kenpachi to Kisuke as well. "I don't want my child in Las Noches!"
Kisuke chuckled. "Ladies. I know your concerned, but these Eva children will be strong enough to combat the Ayakashi. That is way the Gods have come to help. They are creating a new breed of Soul Reaper so to fight these monsters."
Kenpachi smirked. "My child is going to kick Teruo's ass! That's what the goddess said before I fuck-"
"Thank you again for the information, Zaraki," Kisuke murmured.
Kenpachi looked to Isane. "They're no ordinary kids. They're here to make heads roll in Aizen's army, simple as that." He folded his arms. "And before that, my girl will keep me company. Better be tough, right?"

Isane quickly looked to Kisuke worry still plan in her eyes and on her face. "Commander? Are you sure about this? I mean... What if they are not ready?What happens if they are not strong enough? What if--"
"Will you stop." Kenpachis gruff voice called to her. "The Goddess Ayano told me they are going to kick ass. Not even I will be able to beat them."
Isane looked to Kenpachi again her head shaking. "I have seen what these Ayakashi can do. I am just worried. This is my child we are talking about. So stop telling me not to worry."

“Your child will be fine. Just like all the others that will be in this division. Do you really think the Gods don’t know what they are dealing with? I don’t think the Evas will be weak by any means.”
Isane started to calm slightly as she took a deep breath and a sip of her water. Kisuke smiled at her and nodded his head. “After all it is not like they will be children when we send them in there. They will be adults in six months.”
Her head nodded slowly as her eyes never left the water glass in front of her. Kisuke could not help but chuckle lightly. “Motherhood is lovely isn’t my dear?”
She chuckled softly and looked to him nodding her head, “Yes. I am very glad the God talk me into this.”
“Good then don’t worry so much. They do know what they are doing.” Kisuke looked around the table once more. “Let’s move on.” He looked at the last sheet of paper. “Well it looks like we are done. There will be no changes to Division Thirteen either.” He leaned down on the table once more. “Alright, two issues left to cover. Division Two and a lieutenant for Division Five.”

“You’ve been doing almost nothing BUT talk about Division Two, old shopkeeper,” Shinji muttered. “There’s something wrong with your notes or your memory. One of the two.” He flipped his folder closed and then registered the other part. His eyes narrowed. “And I already discussed the other item, so take it OFF the list, Urahara!”
Kisuke stood erect, his eyes narrowing at the half hollow Captain. “If it's insubordination you want to be charged with, you know where the door is. I am sure Captain Kuchiki has a nice cell next to another hardheaded loud mouth just like you. The two of you should get along well for the next month or so.”
“SIT!” Kisuke exclaimed causing a few to jump in their seats.
Shinji sat and folded his arms. "I already explained this. I am not going through this again, Hat. N. Clogs."

“If I recall, you sent Suzume Shizuka to the Tenth Division. In the absence of Captain Hitsugaya and Lieutenant Matsumoto she took care of their division, and did a rather fine job of it.” Kisuke looked pointedly into the Hollow Captain's eyes as he leaned down on the table once more.
“I will have Lieutenant Ise start the paper work for her transfer back to Division Five and promoted to your lieutenant A.S.A.P. This meeting is adjourned. You’re all dismissed. ” Kisuke told them before Shinji could object to the decision forced upon him. Kisuke then looked back to his papers picking them up as he straightened them putting them back in the folder.

Shinji appeared in front of him and grabbed the collar of his kimono, letting the folder fall and the paper spread out over the floor as he lifted him. “You’ll leave the sparrow out of this, Kisuke!” he snarled into his face. “She’s not getting sucked up in the same curse as her best friend. And Ise’s no longer your lieutenant. You fired her! So she CAN’T do the paperwork!” He growled, eyes glowing golden. A certain head floating in his head. Again.

"Sajo Sabaku," Kisuke whispered as Shinji's arms were jerked to his sides bound in place. Kisuke straightened his haori as Tessai picked the papers up off the floor. Stepping up into the hollows personal space Kisuke looked deep into his eyes.
"Why would I do something as foolish as to fire her? I gave her a little time off to recover. Unlike you, her wounds are still fresh. Not a decade old. Now." Kisuke stepped back from Shinji. "You will take Suzume Shizuka as your lieutenant. She is well skilled in Kido. Which is what your division specializes in. Among many other things office related."
He looked to Shinji in silence waiting for him to comply, the Hollow said nothing. "It's that," Kisuke's hand lifted his head turning slightly but kept an eyes on Shinji as he summoned another. "Captain Kuchiki." He looked to Shinji once more. "Or you can cool your heels in a cell for a month or so for your insubordination? No matter what you choose, this action will still take effect."

Shinji growled in his throat. “Like hell it is,” he snarled.
Kisuke lowered his hat. “I guess it’s the cells for a while, and I get to talk to Suzume about this change.” He looked to Captain Kuchiki. “Looks like I have been keeping you busy today, Kuchiki. My apologies.”
Kuchiki inclined his head. “This is my duty. There is no reason for you to apologize.” He grabbed the half Hollow’s arm. “Captain Hirako, you will come with me for ignoring your duties and for disrespecting the captain commander.” When the first kido faded, Byakuya set his own wordlessly. He led Hirako out of the office, nodding to Urahara on the way out.
He had done a commendable job today.
