"You, young Grasshopper will have to talk to her about the Clan. I have nothing to do with that," he smiled warmly at him adjusting his hat. "But I can promise you one thing. With the wonderful job you and Lady Kairi had been doing, I don't see her telling either of you to hit the road."
Tsukiro nodded slowly a slight smile crossing his lips. "I didn't think she would, but..."
"I know. There is always that hint of doubt hiding back there." Kisuke tossed a piece of wadded paper at him bouncing it off his head. "That's why I will always be able to kick your ass." The room chuckled for a few seconds as they all then turned back to Kisuke.
"Is there anything else someone might want to ask? If not we are moving on."

"Yes. I have one Commander." She looked to the piece of paper and pointed to one of the branches of the Stealth Force. "The Shutoku? The fourth branch of the Onmitsukido? Is this something new and the Lieutenant Colonel? Tenshin Ozaki. Was that not the gentlemen that was here in the last meeting acting on Lady Captain Komamura's orders?"
Kisuke nodded, "yes he is and was, but Lady Captain Komamura was the one that brought him to me and showed me the evidence of where he was finding breaches in security around the Gotei. However," Kisuke's hand came up stopping Sajin from speaking so he could continue. "I had no idea she was going behind my back to find Aizen and the others. If she would have shared that tidbit of information with me things would have happened much differently."
"So they will be in charged with a special sub-division charged with acquiring information essential to preserving our means of life?" Nori said reading from the piece of paper. She looked back to Kisuke as he smiled nodding his head.

Captain Kuchiki looked up from the papers and over to the shopkeeper. “Is that smart? After he acted on her orders when it was obvious you wished him not? Can we be sure he won’t act on his own - or from his former captain again?” As the wolf captain growled deeply, the noble turned to him. “It needs to be asked, not to cast further doubts on your wife, but to shore up our defenses.”

"That is a fair question Captain Kuchiki, and one that deserves an answer." He looked over to Tessai and nodded as Tessai stepped over to another table picking up more files. He started handing them out to each captain.
"Inside the folder you will find what I found out about Tenshin Ozaki." As they opened the file three sheets of paper slid out. "Ozaki, unlike most in his position, does not come from a clan sworn to protect nobles. He simply posses tremendous skill in the area of stealth. When he is working, he has proven to be very loyal to whomever he is working for. Ozaki is very aware that once he steps into this position he will be following the orders of Major General Yoruichi Shihoin and only Major General Yoruichi Shihoin."
Kisuke's head started to nod slowly. "Yes, it is very sad what happen to Lady Captain Komamura, but I will not punish another man for following orders of his captain when he did not know that was something he should not have been doing. Especially, when he did not know the inner workings of the Gotei."

He tilted his head slightly, "Alright. So he is completely loyal to someone that hires him. But if someone has a better price, what stops him from betraying us?" His question stalled for a moment before he spoke again, "As much as I'd love to trust him, I can't fully unless we have full out proof other than just text on documents."
"But on the other hand, I guess that is all we have to go by," He looked away, "I'm at least glad to have him in the Stealth Force all in all, I'll just keep an eye on him."

"Understandable." Kisuke's head nodded slowly. "Very understandable, but--" one of Kisuke's fingers lifted as to point out a fact as he turned and looked at the captain's.
"You have to remember Tenshin Ozaki and anyone else he brings into the Shutoku has to be sworn in. They have to take the oath. Pledge their loyalty to the Gotei. Not only to the Gotei," he looked over to Tsukiro and grinned. "The Shihoin Clan. If he turns on us, he turns on them as well."
Kisuke looked around the table again. "And I think Tsukiro can vouch for what happens to traitors they catch within the Shihoin Clan."

"With all due respect, and not that I believe he will betray us, but why would he have to answer to any clan?" Toshiro looked to the acting Commander. "If you are planning to sever the ties of power that nobles have over the Gotei then you must also do the same with those who swore to protect them. Otherwise, they still hold some sort of power here. I understand that the Stealth Force was working with the Gotei. But, under the leadership of Captain Ashmitsu, they became a part of the Gotei, ceasing to be a group acting as its own entity."
"What I am saying is, the Stealth Force belongs to the Gotei 13. Not the Shihoin clan. Any type of betrayal would be answerable to you, not the Shihoin clan."

Nori looked to the young whited haired captain, "but even then a Shihoin still controls the Stealth Force a.k.a the Punishment Force." She looked to Kisuke. "You can't take centuries of training and undo them." Her looked went back to Toshiro.
"He may not be answering to the clan, but he will be answering to their training. Which I hear is very cruel."

Captain Kuchiki looked to Kisuke. “I think you had better explain how you wish to separate the Nobles from the Gotei. The secrets of the Stealth Force have always belonged to the Shihoin clan, and that is not something that can change. Likewise, the Shiba clan still carry the secrets of their fireworks and explosive, a combination of kido and chemicals. In addition, there are a couple clans that have always been at the head of certain divisions. The Kuchiki clan has always led Sixth Division, and Second Division, even without Yoruichi Shihoin, continued to work under her influence.”

Kisuke adjusted his hat. "The separation of the Gotei and the Nobles is a work in progress. I am still not sure how, if or when this will take place." He turned and looked at Tessai nodding slowly then turned his attention back to the captains.
"I know telling you to not dwell on this is a waist of my breathe so I will just move on." He paused for just a second. "As for Tenshin, I don't think any of us will have to worry about his motives or otherwise. He is a member of the Gotei and if Ryo trusted him with the well fair of the Gotei I believe we can do the same."

Tsukiro nodded at Kisuke's words, "Well, I do have to agree that to gain former Lady Captain Komamura's trust, it seems like we wouldn't have any trouble within getting him to comply," his words were a bit confident, "As for the separation of the nobles and the Gotei, I feel that we can do it. This may be a bit of a challenge at first, but we are going through a change for the better."
"This may be something big and bad at first, but I certainly feel it in my heart that going to a transitioned time, we can do this," Tsukiro leaned back in his seat, "This may not be exactly the words everyone here wants to hear. But even with my own doubts, Kisuke as our Captain Commander could do this. I'm sure he is one of the few people that could," He smiled at Kisuke, "I'm behind you on this."

"Thank you, Tsukiro." Kisuke responded walking back over to his chair. "Lets get this ball rolling again since there are no other concerns. Next page please." Kisuke flipped the page to the next as he looked down on it as he leaned to the tabletop.
"As you can all see there will be no changes to come to First Division." He looked up at them. "At least not yet." He looked back to the file. "Division Two." He looked back up. "One of the three that will see a major change in their charge."
"It will need both a Captain and a Lieutenant. The Second Division, or what now will be known as the Management Force, will be in charge of the Detention Unit and responsible for the imprisonment and supervision of all criminals within the Seireitei after tried and convicted. They also have another duty known as Special Detention, which concerns those who joined the Gotei 13 but were judged to be a danger to their fellow Shinigami. They investigate, apprehend, and keep these individuals sealed away from the rest of Soul Society within the Special Underground Detention Facility, a.k.a. 'The Nest of Maggots'. I know this was something the Stealth Force did but I felt it needed to be moved within the Gotei."
He looked around the table for any commentary. "Any questions?"

Shinji drummed his fingers on top of his file. “Isn’t this a bit much for a new division to handle? There is already so much change in second division, and my guess is that most will go with the different Stealth Forces. This particular revision of the Second Revision is of a more delicate and dangerous nature.” He leaned back against his chair. “If you want the Gotei to take control - openly - over the ‘Maggot Nest’ you want a more experienced division to handle it."
He paused. "Perhaps it should be added to the Tenth Division's activities. They have done well with all the trials - and loss of leadership - they have suffered."

"Hm," hummed Kisuke as he rubbed his chin in thought. "You know, Hirako, you have a point there." He looked to Toshiro with a smile then adverted his eyes to Byakuya. "Sixth Division already handles the their own prison. Your members are already versed in this area. What do you say, Kuchiki? Combine the two so there is only one force tending to the criminals of our realm?"
Kuchiki stayed silent for a few minutes, considering this. "It is a possibility, but I would like to think about this further."
Kisuke looked at the man like this was a debate. "What is there to think about?"

The noble sighed. “The choice of a new lieutenant is already a big change for my division. But there are a few circumstances that will make it even more so.” He rose from his chair. “Some of you have noticed that I am courting a lady. It is also my place to replace the commander if something were to happen to him … Sousuke may notice such after he took so liberally of the lives of Ukitake and Kyoraku. And if he were to succeed - though any means - my lieutenant would have a much bigger roll than some others. Especially with that change in my division.”
